Anthropic's ant CLI adds "apply" command for managing agents, skills, and deployments as code

Anthropic released version 1.30.0 of its ant CLI, adding an `ant apply` command that creates and updates agents, environments, skills, memory stores, and deployments from files in a repository. A `claude-lock.json` lockfile, meant to be committed to version control, ensures later runs (locally or in CI) update the same resources rather than creating new ones.
Significance 2: An incremental developer-tooling feature (infrastructure-as-code for managed agents) rather than a capability or pricing change.
