Claude Code adds AGENTS.md support via a new built-in "mods" customization system

Per Simon Willison, quoting Anthropic's Thariq Shihipar, Claude Code version 2.1.277 (Sept 18, 2026) added support for the AGENTS.md file standard — when no CLAUDE.md exists in a folder, Claude Code now checks for and uses AGENTS.md. The feature is built as a "mod," a preview of an upcoming Claude Code mods system that will let users build and share their own harness customizations.

Significance 2: A developer-tooling convenience feature and a preview of an extensibility system is useful context but doesn't move a tracked capability axis or verdict.
