Anthropic adds per-end-customer safety enforcement for platforms reselling API access

Anthropic's API changelog announced new /v1/user_profiles endpoints letting platforms and resellers attribute individual API requests to specific end customers, so a safety enforcement action can apply to one end customer instead of the whole reselling organization. Anthropic also added beta organization webhooks that fire when a user profile is restricted or banned, and when that status ends.
